The set exists in imperforate format. See the Errors & Varieties pages. The Bhutan P&T did not authorize production of imperforates of this set, but the agent printed and sold them anyway. It's not clear whether the imperforates were sold in Bhutan, but they were at least tolerated as postage (or unwittingly slipped through the mailstream), because imperforates exist on covers. It is not critical that these covers must hve been from the 1960s to be valid and philatelically worthwhile, because the Bhutan P&T sells stamps until the stocks are exhausted - there is no concept of "contemporaneous" usage with respect to stamps that were actively distributed and sold for years after their issuance.
